Yes. Offline is a normal state. Drivers complete checks, capture photos and signatures locally; the queue uploads when connectivity returns.
What are the five checks?

Who can clear a grounded vehicle?
Only fleet managers, after repair, with resolution notes. Drivers cannot clear grounded or minor-defect status.
